Choose whether buydown credit can pay for event tickets

Members of customizable CSAs carry buydown credit — often sold at a discounted rate to encourage larger subscription commitments up front. Many farms want to restrict that credit to CSA purchases only. Until now there was no way to control whether buydown credit could go toward an event ticket; it just applied to every tier the same way. Now each ticket tier has an "Allow buydown credit at checkout" toggle you set when creating or editing an event. Leave it off (the default) and buydown credit can't be applied to that tier — the customer pays the full ticket price with their chosen payment method. Turn it on and buydown credit reduces the amount due, just like it already does for retail and CSA box orders. Whatever the setting is when a ticket is bought is locked to that order, so changing the tier later won't affect tickets already sold. Regular account credit is unaffected either way, and nothing changes for retail or CSA purchases.
